Lack of Affordable Insurance for the Elderly
Identify a problem you have encountered in practice. Discuss how the diagram of the policy process (Figure 1-2 in Milstead & Short, 2019) can help inform how you approach finding a solution to this problem. Reflect on which level of (local, state, federal) might address this problem and why. Identify the stakeholders in this issue.
Problem in Practice
One of the problems I have personally encountered in my nursing practice is lack of affordable insurance for the elderly. The elderly are at risk for various health conditions, including cardiovascular diseases, musculoskeletal diseases, respiratory diseases, neurological problems, sensory disorders, and mental disorders (Prince et al., 2015; McGrath et al., 2019). Despite bearing the greatest burden of disease, many of the elderly persons are unable to receive healthcare services due to lack of health insurance. Such a case is common among the elderly adults who are poor, widowed, divorced, and those who belong to racial minority groups (Kamimura et al., 2019; The Commonwealth Fund, 2019). Many of these people cannot afford the health cover due to its high cost.
Policy Process
Milstead and Short (2019)’s public policy process can help me to come up with an effective solution to the problem I have stated. The process has five major steps that need to be followed. The first step is problem identification. This is an agenda setting stage which involves the definition of an issue of concern in the healthcare sector. In this case, the issue is lack of health insurance that is affordable to the elderly people. The second step is policy analysis. Here, it is important to consider the government response to the problem. For the problem at hand, there is need to examine the effectiveness various healthcare bills whose goal is to ensure that healthcare services are affordable to all. An example is the Affordable Care Act.
The third step is strategy and policy development. At this phase, it is necessary to come up with various proposals on what can be done. For the sake of the problem identified, it is important to think on how to reduce the costs of the health cover so that it can be afforded by the elderly. The fourth step is policy enactment. This stage involves formalization of the proposed policy. In the case of the problem that is stated, there is need to pass a legislation or bill that directly regulates the operation of health insurance companies. The regulation can help to ensure that the cost of the cover is controlled. This can make the health insurance affordable to the old. The fifth and last step is policy implementation. This entails taking an action. For the problem under consideration, this involves putting important measures in place in order to ensure that the elderly are insured, and that they can access healthcare services without any problem.
Level at which the Problem can be Addressed
The issue of affordable health cover for the older people can be addressed at the federal level. This is due to the fact that this is a universal problem that affects many elderly populations in the country. It is estimated that about 86% of the older people in the United States live with one or more health problems (McGrath et al., 2019). Therefore, it is necessary to come up with effective federal healthcare bills that can help many elderly persons to get insured. Such initiatives can enable them to access vital healthcare services for improved patient outcomes.
Stakeholders to be involved
The process of addressing the identified problem can involve a number of stakeholders. These include various healthcare providers, healthcare administrators, health policy makers, health insurance companies, and the elderly (Norris et al., 2017; Galli, 2019). All these stakeholders can be helpful in addressing the issue. They can give important input on what needs to be done in order to ensure that there is an affordable health insurance available for the elderly patients living with various health problems.
